Licensing Requirements

Any person wishing to engage in the occupation of registered hairdresser and cosmetician must obtain a license from the department in compliance with §113 C. 564. Sec. 20-252. And meet the following requirements:

    • Applicant has shown to the satisfaction of the department that the applicant has complied with the laws and the regulations administered or adopted by the department;
    • Applicant shall make written application to the department, showing that the applicant has successfully completed all requirements;
    • Applicant must have completed the ninth grade or equivalent and completed a course of the required hours of study in an approved hairdressing or cosmetology school under the supervision of the State Board of Education.
    Exam Requirements

    Each individual who seeks admission to an examination shall complete the following:

      • Applicant must pass a written examination satisfactory to the department;
      • Applicants must have completed 1,500 hours at a licensed school;
      • Examinations required for licensure shall be prescribed by the department with the advice of the board;
      • Applicant shall pay the fee of $100 to the department at the time of the application.
      Continuing Education Requirements

      There are no continuing education requirements in Connecticut. Licenses shall be renewed once every two years. Each person shall annually, during the month of their birth, register with the Department of Public Health upon payment for professional services fee.

      Apprenticeship Programs

      Currently Connecticut does not offer apprenticeship programs for hairdressers.

      License Reciprocity Availability and Requirements

      Any person who holds a current license at the time of application as a registered hairdresser and cosmetician is eligible to receive a license in Connecticut upon a payment fee of one hundred dollars. Requirements for Eligibility:

        • Applicant was issued the license on the basis of successful completion of a program of education and training in hairdressing and cosmetology;
        • Applicant was issued the license based on a successful hairdressing and cosmetology examination;
        • Applicant must not have professional disciplinary action pending or be the subject of an unresolved complaint;
        • If the applicant was not required to pass an exam to receive their license but has practiced for at least 5 years is eligible for licensure. The applicant must submit evidence of education and experience that is satisfactory to the commissioner
        Instructors

        Any individual wishing to engage in cosmetology instruction shall meet the following qualifications:

          • Applicant must have graduated from a school of hairdressing approved by the board with the consent of the Commissioner of Public Health;
          • Applicant must be at least 18 years of age;
          • Applicant must hold a high school diploma or equivalent;
          • Hold a current license and be in good standing with the state of Connecticut;
          • Applicant must have at least 2 years of licensed work experience

          Stylists are licensed under barbers in the state of Connecticut.
          Barber School

          Barbers

          Licensing Requirements

          Applicant must meet the following requirements:

            • Successful completion of the 8th grade or its equivalent;
            • Successful completion of a course of study with a minimum of 1,000 hours in a school approved by the Connecticut State Board of Barbers, Hairdressers, and Cosmeticians;
            • Successful completion of the Connecticut barber examination administered by Prometric;
            • Must have a completed notarized application with photograph and fee of $100 in the form of a check payable to, “Treasurer, State of Connecticut”;
            • Must have Affidavit of Hours Form submitted to the Barber Licensing Office from the barber school.
            Examination Requirements

            A candidate must pass the Connecticut Barber Examination administered by Prometric.

            Continuing Education Requirements

            There are no continuing education requirements in Connecticut. Licenses must be renewed once every two years and with it the $100 renewal fee.

            Apprenticeship Programs

            Applicants who have completed an apprenticeship program must meet these qualifications:

              • Successfully completed the 8th grade;
              • Completed an apprenticeship approved by the Labor;
              • Have passed a written examination satisfactory to the Department of Public Health.
              License Reciprocity Availability and Requirements

              Applicants who maintain an out of state license may qualify for a Connecticut licensure if they meet these requirements:

                • Applicant currently holds a license that was issued based on successful completion of a program of education and training in hairdressing;
                • Applicant has successfully completed an examination;
                • Applicant has a completed notarized application with photograph and has paid the $100 fee;
                • License verification from any previous state where applicant held a license.
                Instructors

                Any individual wishing to engage in barber instruction shall meet the following qualifications:

                  • Applicant shall be at least 18 years of age;
                  • Applicant shall hold a high school diploma or equivalent;
                  • Applicant must hold a current license as a barber and be in good standing in Connecticut;
                  • Applicant must have at least two years of licensed work experience.
                  Esthetician

                  Estheticians

                  A Connecticut license is not required for individuals performing facials, pedicures, eyebrow arching, shampooing, manicures, or braiding.
                  Nailtech

                  Nail Technicians/Manicurist

                  There is no licensure or certification offered or required for nail technicians in Connecticut.
                  Makeup Artist

                  Make-up Artists

                  Make-up artists are exempt from regulation under Connecticut law.
                  Cosmetology Services

                  Licensing of Mobile Cosmetology Services

                  There is no license required to perform Mobile Cosmetology Services.
                  Cosmetology Programs

                  High School Cosmetology Programs

                  Connecticut has high school cosmetology programs through the Connecticut Technical High School System. Students can dedicate 14 to 21 hours each week to their work. Authority: Connecticut Work-Based Learning
