State Licensing Requirements in OREGON
Cosmetology (Hair Design and Natural Hair Licenses)
Licensing Requirements
An individual applying for a certification in a field of practice in the state of Oregon must:
- Meet the requirements of OAR 331 division 30;
- Submit a completed application form prescribed by the agency;
- Payment of the required application, examination fees; and
- Meet all education, examination and training requirements in effect at the time of application
Exam Requirements
- Practical Examination: The board recognizes and sanctions the practical examination conducted by an educational institution defined under OAR 817-005-0005.
- Written Examination: The board-approved written examination consists of one or more fields of practice and the Oregon laws and rules examination.
Continuing Education Requirements
There are no continuing education requirements. Cosmetology licenses are renewed every two years at the end of the month of original licensure.
Apprenticeship Programs
The state of Oregon does not allow you to pursue apprenticeship to get your training hours.
License Reciprocity Availability and Requirements
- Submit an affidavit of licensure pursuant to OAR 331-030-0040 from another state, which is active with no current or pending disciplinary action and is substantially equivalent to Oregon certification requirements pursuant to ORS 690.047; and
- Completion and passage of a board approved written examination within two years before the date of application including the Oregon laws and rules examination. An applicant with a current certification who is seeking to add a field of practice must pass the Oregon laws and rules examination if the applicant has not passed this examination within two years of applying to add a field of practice.
- Upon passage of all required examinations and before receipt of certificate, the applicant must pay all certification fees.
Instructors
Cosmetology applicants may obtain their license by completing a 1,000-hour cosmetology teacher training program offered by a licensed career school, if the applicant possesses a valid credential from the Health Licensing Office. If the applicant has an expired teacher license that is no more than three years old or was previously licensed in another state whose teacher requirements are less than those in Oregon, can take a 200-hour teacher training program offered at a licensed career school.

Licensing of Mobile Cosmetology Services
Freelance Authorization
- Practitioner who provides services outside of a licensed facility must hold a freelance license.
- A freelance license is valid for one year and becomes dormant on the last day of the month one year from the date of issuance or renewal, unless renewed.
High School Cosmetology Programs
Cosmetology programs in Oregon are only offered at postsecondary institutions.
