Cosmetologists
Licensing Requirements
Any individual wishing to engage in cosmetology shall meet the following qualifications:
- Applicant shall submit an application in a form prescribed by the division.
- Applicants shall pass the National Interstate Council of State Boards of Cosmetology (NIC) Cosmetology Theory and Practical Examinations.
- Applicant shall pay the required fee.
- Applicant shall complete 1,600 hours of training or 2,500 hours in an approved apprenticeship program.
- Applicant shall be of good moral character.
There is no minimum age of licenser in the state of Utah for cosmetologists.
Exam Requirements
Each individual who seeks admission to an examination shall complete the following:
- Applicant shall take a theory and practical examination.
- Applicant must get a score of at least 75% as determined by the examination provider in order to pass.
- Applicant must pay any required fees.
Continuing Education Requirements
There are no continuing education requirements. Licenses expire every two years. An individual may apply for reinstatement of license between two years and five years from the date of license expiration without being required to pass the exams.
Apprenticeship Programs
The requirements for an approved cosmetology apprenticeship include:
- Apprenticeship must consist of not less than 2,500 hours of training.
- Apprenticeship training must be conducted by a supervisor who:
- Is licensed under this chapter as a cosmetologist.
- Provides one-on-one direct supervision of the cosmetologist apprentice during the apprenticeship program.
- The instructor and apprentice shall keep a daily record, which shall include the hours of theory instruction, the hours of practical instruction, the number and type of client services performed, and other services which will document the total number of hours of training.
The record shall be available to the Division upon request.
License Reciprocity Availability and Requirements
Reciprocity is offered in Utah. To obtain a license in Utah, based on holding a current valid license in another State the following must be completed:
- Applicant shall request a verification of license be sent directly to the Division from the state they are currently licensed in.
- Applicant shall download and complete an application and submit it for review and processing with the required fees included.
- Applicant shall provide satisfactory documentation of:
- Graduation from a licensed or recognized cosmetology/barber school whose curriculum consists of a minimum of 1,600 hours of instruction, or the equivalent number of credit hours.
- Practice as a licensed cosmetologist in a state other than Utah for not less than the number of hours required to equal 1,600 total hours when added to the hours of instruction.
Instructors

- On-the-job instructor training program conducted by a licensed instructor at a licensed or recognized school, as defined by rule, consisting of a minimum of 400 hours or the equivalent number of credit hours.
- A minimum of 3,000 hours of experience as a cosmetologist.
- Applicant shall meet the examination requirement established by rule.

Hair Stylists
Licensing Requirements
Each applicant for licensure as a hair designer shall:
- Submit an application in a form prescribed by the division;
- Pay a fee determined by the department
- Be of good moral character;
- Provide satisfactory documentation of graduation from a licensed or recognized hair design curriculum consisting of a minimum of 1,200 hours of instruction or the equivalent number of credit hours
- Practice as a licensed cosmetologist/barber or hair designer in a state other than Utah for not less than the number of hours required to equal 1,200 total hours

Barbers
Licensing Requirements
Any individual wishing to engage in Barbering shall meet the following qualifications:
- Applicant shall submit an application in a form prescribed by the division.
- Applicants shall pass the National Interstate Council of State Boards of Cosmetology (NIC) Barber Theory and Practical Examinations.
- Applicant shall pay the required fee.
- Applicant shall submit documentation of education equivalency from a foreign school education to a Utah licensed Barber school. The documentation shall be an education or credential evaluation from one of the following approved credential evaluation services:
- Josef Silny & Associates Incorporated, International Education Consultants.
- Educational Credential Evaluators Incorporated.
- Applicant shall complete 1,000 hours of training or 1,250 hours in an approved apprenticeship program.
- Applicant shall be of good moral character.

Estheticians
Licensing Requirements
Any individual wishing to engage in esthetics shall meet the following qualifications:
- Applicant shall submit an application in a form prescribed by the division.
- Applicants shall the NIC Esthetics Theory and Practical Examinations.
- Applicant shall complete 600 hours of training in a 15-week program or 600 hours in an approved apprenticeship program. Applicant shall be of good moral character.

- Applicant must get a score of at least 75% as determined by the examination provider in order to pass.

- The instructor and apprentice shall keep a daily record, which shall include the hours of theory instruction, the hours of practical instruction, the number and type of client services performed, and other services which will document the total number of hours of training.
The record shall be available to the Division upon request.

- Practice as a licensed cosmetologist/barber for not less than the number of hours required to equal 1,600 total hours when added to the hours of instruction.
Instructors
Any individual wishing to engage in esthetics instruction shall meet the following qualifications:
- Applicant shall submit an application in a form prescribed by the division.
- Applicant shall pay the required fee.
- Applicant shall provide satisfactory documentation that they are currently licensed as a master esthetician.
- Applicant shall be of good moral character.
- Applicant shall provide satisfactory documentation of completion of:
- An instructor training program conducted by a licensed or recognized school, as defined by rule, consisting of a minimum of 300 hours or the equivalent number of credit hours.
- On-the-job instructor training conducted by a licensed instructor at a licensed or recognized school, as defined by rule, consisting of a minimum of 300 hours or the equivalent number of credit hours
- A minimum of 1,000 hours of experience in esthetics.
- Applicant shall meet the examination requirement established by rule.

Nail Technicians/Manicurist
Licensing Requirements
Any individual wishing to become a nail technician shall meet the following qualifications:
- Applicant shall submit an application in a form prescribed by the division.
- Applicants shall pass the NIC Nail Technology Theory and Practical Examinations.
- Applicant shall complete 300 hours of training or 375 hours in an approved apprenticeship program.
- Applicant shall be of good moral character.
Exam Requirements

- Applicant shall take a theory and practical examination.
- Applicant must get a score of at least 75% as determined by the examination provider in order to pass.

The record shall be available to the Division upon request.

- Practice as a licensed nail technician in a state other than Utah for not less than the number of hours required to equal 300 total hours when added to the hours of instruction.
- Completion of an approved nail technician apprenticeship.

- A minimum of 600 hours of experience in nail technology.
- Applicant shall meet the examination requirement established by rule.

Make-up Artists
A license is not required to work professionally as a Makeup Artist.

Licensing of Mobile Cosmetology Services
Mobile salons are governed at the local level.

High School Cosmetology Programs
Utah offers high school cosmetology programs through the Skilled and Technical Sciences Education program.
