Cosmetologists

Licensing Requirements

Any individual wishing to engage in cosmetology shall obtain a license in compliance with the Vermont Statutes and shall meet the following qualifications:

    • Applicant shall be at least 18 years of age;
    • Applicant shall have a high school or general educational development diploma;
    • Applicant shall have completed an accredited cosmetology school program or apprenticeship;
    • Applicant shall provide evidence that the applicant has passed the Board-approved examination with the Professional Credential Services (PCS);
    • Upon completion of exam, Applicant shall pay any required fees.

    Exam Requirements

    Each individual who seeks admission to an examination shall complete the following:

      • Applicant shall complete 1,500 hours at a school of cosmetology; or
      • Applicant shall complete 2,000 hours in an apprenticeship;
      • Upon approval / determination of eligibility, applicant schedules a written examination and practical examination PCS;
      • If applicant passes the exams, applicant pays required license fee.

      Continuing Education Requirements

      There are no continuing education requirements. Licenses expire every odd numbered year on November 30th.

      Apprenticeship Programs

      After registering as an apprentice, the Applicant shall apprentice for no less than 12 months and not more than 36 months while receiving between 2,000 and 3,000 hours of instruction in a manner prescribed by the Board.

      Each apprentice shall receive their instruction from a supervising licensee in good standing who has been licensed and in active practice for a minimum of 5 consecutive full-time years immediately prior to the time of the apprenticeship. The supervising licensee is permitted to supervise only an apprentice seeking the same license which the supervisor possesses.

      License Reciprocity Availability and Requirements

      Vermont does not have reciprocity. To obtain a license in Vermont, based on holding a current valid license in another jurisdiction, an Applicant must submit an Endorsement Application. The previous license must have been received through substantially equivalent means.

      The Board may issue a license to an individual who is currently licensed or certified in another jurisdiction in good standing, provided the individual has either been in active practice for at least three years immediately preceding application, or has 2,000 documented hours of practice in not less than one year.

      Instructors

      Any individual wishing to engage in cosmetology instruction shall meet the following qualifications:

        • Have 3 full-time years of experience; or
        • Possess sufficient teacher education and experience to permit the Board to determine that the instructor applicant’s background is equal to those of a practitioner with three years of experience;
        • Be licensed in each profession under these rules which they teach;
        • Pass a theory and a state law examination approved by the Board for each profession taught within a year;
        • Take a minimum of 24 hours of professional education approved by the Board per licensing period beginning the first full period after an instructor’s endorsement is issued with no fewer than 6 hours dedicated to teaching, the rest being in their licensed profession.
        Hairdresser

        Hair Stylists

        Hairstylists are licensed under Barbering and Cosmetology.
        Barber School

        Barbers

              Esthetician

              Estheticians

                • Applicant shall be at least 18 years of age;

                • Applicant shall have completed an accredited esthetics school program or apprenticeship;
                • Applicant shall provide evidence that the applicant has passed the Board-approved examination with the Professional Credential Services (PCS);
                • Upon completion of exam, Applicant shall pay any required fees.

                Each individual who seeks admission to an examination shall complete the following:

                  • Applicant has completed 600 hours oat a school of cosmetology; or
                  • Applicant has completed 800 hours in an apprenticeship;
                  • Upon approval / determination of eligibility, applicant schedules a written examination and practical examination PCS;
                  • If applicant passes the exams, applicant pays required license fee.

                    Nailtech

                    Nail Technicians/Manicurist

                    Licensing Requirements

                    Any individual wishing to be licensed as a nail technician shall obtain a license in compliance with the Vermont Statutes and shall meet the following qualifications:

                      • Applicant shall be at least 18 years of age;
                      • Applicant shall have a high school or general educational development diploma;
                      • Applicant shall have completed an accredited nail technology school program or apprenticeship;
                      • Applicant shall provide evidence that the applicant has passed the Board-approved examination with the Professional Credential Services (PCS);
                      • Upon completion of exam, Applicant shall pay any required fees.

                      Exam Requirements

                      Each individual who seeks admission to an examination shall complete the following:

                        • Applicant has completed 400 hours at a school of cosmetology; or
                        • Applicant shall complete 600 hours of apprenticeship;
                        • Upon approval / determination of eligibility, applicant schedules a written examination and practical examination PCS;
                        • If applicant passes the exams, applicant pays required license fee.

                        Continuing Education Requirements

The supervising licensee is permitted to supervise only an apprentice seeking the same license which the supervisor possesses.

                            Makeup Artist

                            Make-up Artists

                            Make-up Artists are licensed under Cosmetology and Esthetics.
                            Cosmetology Services

                            Licensing of Mobile Cosmetology Services

                            Mobile Cosmetology salons are not permitted in Vermont.
                            Cosmetology Programs

                            High School Cosmetology Programs

                            Students must be at least 18 years old and possess a high school diploma or the equivalent in order to obtain a cosmetology license. All schools of Cosmetology within Vermont must be postsecondary schools. However, there are programs in which students can complete the 1500 hours of Cosmetology instruction and obtain a high school diploma at the same time. Upon turning 18 one can then become licensed by the Board.

                            Massage Therapy is not licensed in Vermont.
